Evaluate the safety of cardiovascular safety in folks with osteoarthritis or rheumatoid arthritis while taking a non steroidal anti inflammatory (NSAIDs) versus study medication. |
| Qualified participants must: |

• Have a history of Osteoarthritis or Rheumatoid Arthritis for at least 6 months
•
Have had Cardiovascular Disease, or can be Type I or II Diabetic |
