This is a bill that makes it easier for people to participate in clinical trials if they are in danger of losing Medicaid benefits or Supplemental Security Income due to the income from clinical trials participation. This legislation would exclude income from clinical trials participation from counting as ordinary income and possibly making a participant ineligible for Medicaid benefits or Supplemental Security Income.
